A large crowd of people gathered before a speaker (Mr R.G. Cook) who addresses them from behind a flag. Most of the people in the crowd are wearing hats. There is a building in the back left edge of the photograph. Some other buildings are visible on the right hand side including a church in the distance. There are more flags flying on a line between a lamp post and the building on the left. There are several cars parked on the street beyond the crowd with large trees behind them.
