Gunnar Berger came from Sweden in 1951 to set up, in association with the Eltham Dairy Co-operative, an industry to extract lactose from milk. He was financed by a Danish millionaire, Borup Jorgensen, who initially accompanied him to Eltham.Two other Swedes, Nordmark and Person, were involved in the establishment of the factory-which was independent of the Lactose Company at Kapuni. Gunnar left the company to open his toy and puzzle factory in 1957.
